For zones 4-9 these Rudbeckia are easy to sow and in warmer zones 8-9 they are perennials. In colder zones below 7 they should be treated as annuals.
You can start early in pots, or direct sow in spring. Rudbeckia do not have to be cold treated, but a quick cold treatment will increase your germination rate. If cold treating first mix your seeds with teaspoon of fine sand or fine peat and add 1 teaspoon of water so your mixture is moist but not soggy. Place in your refrigerator (not freezer) for 30 days. Let your mix dry out on the counter in late winter sow into pots and transplant after your last frost in the spring. These need light to germinate so when sowing into pots sow seeds on the surface of your potting mixture and lightly dust with fine sand or vermiculite.
After the cold treatment you can also direct sow these into your garden in the spring after your last frost. Mix your cold treated seeds with 1/4 cup of screened peat or sand and use the shaker method to distribute them into your garden area. Once you seedlings are 2" tall you can transplant to 12" spacing.
In colder zones you can deeply mulch the roots overwinter to give them a chance at returning, or pull the root balls and store them over winter.
